DEVELOPING LEADERSHIP AT VICTORIA'S WORKPLACE REGULATOR
July 9, 2026
Industry: Government Regulator
Service Area: Leadership Development
Spring Point began working with one of the Victorian Government’s workplace regulators in delivering leadership programs for their 2,400 staff after a need to focus on the role of leaders was identified through their strategy development process in 2021. Specifically, the organisation wanted to acknowledge the impact leaders have on the culture of the organisation and the vital role they play in the health, safety and wellbeing of their people.
After a successful tender bidding process, Spring Point were engaged to design, develop and facilitate a new Leadership development program for the organisation, which became known as LEAD.
As part of the organisation-wide LEAD program, Spring Point was further engaged through a subsequent strategy refresh to design and deliver a series of ‘Leading Change’ masterclasses to upskill leaders in the change management capabilities needed to navigate and drive change effectively. This has since been adapted and delivered to both cross-functional cohorts and in-tact teams, to support specific functional change agendas.
WHAT WE DID
In developing both the LEAD Program and the Change masterclasses, the Spring Point team worked closely with the client's Learning & Organisational Development team, Senior Leaders, and Change Management team. Specifically, our approach included:
- Collaboration through our Accelerated Solution Design (ASD) process to co-design an integrated learning architecture for Senior Leaders and People Managers.
- Developing a blended delivery program of three core learning modules and two masterclasses to engage and sustainably upskill leaders in leading self, leading others and leading performance, as well as the masterclass modules for leading through change and leading strategically and collaboratively.
- The delivery of the various learning modules included: e-Learning primers, immersive face-to-face workshops, practical participant workbooks, learning transfer activities, group coaching, people leader check-ins, and post-program impact evaluations.
Spring Point worked also closely with the client to pilot the program and define an evaluation methodology to track the effectiveness of the program and ensure ongoing iteration and enhancements could be identified and acted on.
To date, Spring Point has delivered the program to more than 100 participants across several years, and we’ve been re-engaged to continue our facilitation of the program until the end of 2026.
Measuring Outcomes
The program has equipped our clients leaders at multiple levels with the leadership skills and confidence to better support and lead teams, with evaluation reporting demonstrating that participants feel they are able to apply new approaches to their work and feel more confident in their role after participating in the program.
